The 2016 Revision marked a significant shift in Kim Jong Un’s governance style, moving away from his father’s "military-only" focus toward a more comprehensive "state" administration.

By 2016, Kim Jong Un had stabilized his power and sought to revitalize the role of the Workers' Party and civilian government. This revision reflected a desire for a more "normal" socialist state structure—albeit one still under absolute monolithic control.

  • Abolishing the NDC: The National Defense Commission (NDC), the symbol of his father's Songun era, was abolished. In its place, the State Affairs Commission (SAC) was created.
  • Broadening Authority: While the NDC focused primarily on the military, the SAC was designed to be the supreme guidance organ for all state affairs, including the economy, security, and social policy. This signaled a return to a more balanced governance model where the military was just one part of the state machine, not the whole machine.
  • The Chairman of the SAC: Kim Jong Un was elected Chairman of this new body. This title effectively became the legal designation for the "Supreme Leader," providing him with a role that felt more statesman-like than a purely military command.
